If you used a folding carrier with a long shank, like the Curt 24 x 60 carrier, part # C18151, the rack should be able to fold up just fine once the bikes are removed.
If you're speaking of a combination cargo carrier/bike rack like the # HR1400Z-85, the bike rack portion will fold, but not the cargo carrier. This is the only combination bike rack/cargo carrier we offer.

I have bike rack option with a loading ramp available for you, but the Inno Tire Hold 2 Bike Platform Rack, # INH120 does not have an add-on option for a loading ramp. If you're wanting a 2-bike rack like the Swagman E-Spec # S94FR then I recommend using the Hollywood Racks RV Rider # HLY64FR. This has both tilting and folding features, it can be used both on a flat towed vehicle and a motorhome, plus it has an impressive weight rating at 80 lbs per bike.

I do have a solution for you, but while we do have 4-bike racks that work with fat tire bikes, none of them are able to carry 4 bikes that weigh in at 65 - 70 lbs each like what you're talking about. The closest we have is something like the Hollywood Racks Sport Rider SE Bike Rack for 4 Bikes # HR1400Z which only goes up to 50 lbs per bike.

In general we recommend you carry a single bike on the bike rack in the position closest to the rear of the vehicle. This just puts a bit less stress and strain on the hitch while traveling. The available 1-1/4-inch Class I hitch options for your 2019 Jetta include the Curt round tube hitch # C11540 and the Draw-Tite model # 24978. The Curt offers easier installation but its cross tube will be visible under the bumper cover. The Draw-Tite hitch installation requires removal of the entire bumper fascia and the bumper itself but gives you a much more discrete appearance once installed. I spoke with my contact at Thule about your Thule EasyFold Bike Rack, part # TH9032. They told me that the models sold in the USA do not come with the 7-pin and 13-pin wiring connector.

Unfortunately, Thule doesn't offer a 1 bike version of the # TH93202 EasyFold XT bike rack. For a 1-bike platform type rack, I recommend the RockyMounts HighNoon FC Solo Bike Rack # RKY87RR. TheRockyMounts HighNoon rack has a 60 lb capacity, so it's perfect for e-bikes, and although it lacks a ramp it's still fairly easy to get a bike on a platform type rack.
